Human Resource Management Division
The Human Resources Management Division (HRMD) assumes all the functions of the Personnel Office. This Office aims
to fully implement the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of
the Civil Service Commission (CSC) Resolution No. 1200241 dated February 1, 2012. The program aims to transform the agencies’
Human Resource Management (HRM) system, competencies, and practices to a level of excellence that fosters good governance.
The PRIME-HRM celebrates and recognizes excellence in human resources management systems, practices, and competencies
of government agencies in the four (4) core human resource management (HRM) areas: Recruitment, Selection and Placement (RSP);
Performance Management System (PM); Learning and Development (L &D); and Rewards and Recognition (R & R).
The Human Resource Management Division is in charge of overseeing the following offices:
- Recruitment, Selection, Promotion & Appointment Section
- Learning & Development & HR Accreditation Management Section

- Receiving HR Required Documents (FSR, DTR, IPCR, SALN, TO)
- Processing of Application for Leave, Compensatory-Time-Off, and Overtime
- Releasing of HR Official Documents (Certificate of Employment, Service Record, Pay slip, and Credit Leave Units)
